$1500 Fine for Passenger Using Cell Phone
Effective this week if a passenger in a car uses a cell phone there could be a $1500 fine. I’m still scratching my head on this one. It seems to me the passenger can be looking up information, direction, or goodness knows, and that is not necessarily a distraction to the driver – it is if the passenger says “Oh look…” but otherwise no. So I’m really unclear on the why of this one. Or it’s early in the morning and I’m not properly caffeinated. Or I’m spreading false news. If anyone has additional information on this let me know.

Yes a passenger can use a cell phone as long as the driver is not distracted by it such as the passenger holding the phone to show a text, a picture or whatever. Therefore the fine is indeed $1,500 but limited to the conditions as noted in this link
